I dunno if you're using ros but if you are, you can set up each arduino as a different ros node. I dunno how much you want each individual robot to do but I know if you were to put a rpi on each one and have that control the arduino. Then you can set up a more powerful standalone computer as the host computer and use that to control the other ones.
